Exempts Department of Education purchases of local edible produce and packaged food products below a specified dollar threshold from the electronic procurement system requirement.

Requires at least three written quotes for Department of Education purchases of local edible produce and packaged food products between specified dollar amounts.

Allows Department of Education to require only two written quotes (instead of three) for local produce and packaged food purchases to supply schools in rural communities, as determined by the department.

Requires written justification if the department cannot obtain the required number of written quotes.

Takes effect July 1, 2025, and sunsets on June 30, 2028.
