Intends that the appropriation, combined with maximum available federal matching funds, increases reimbursement by $2,127 per client per month, resulting in a new total payment of $3,824 per client per month to service providers.

Addresses findings that current Medicaid reimbursement rates are insufficient, with direct care wages falling below the 25th percentile of comparable occupations, limiting providers' ability to offer competitive wages and benefits.

Appropriates equal sums for fiscal years 2025-2026 and 2026-2027 (amount to be specified) to increase funding for adult day programs and residential services in community-based settings.

Takes effect on December 31, 2050.
