Establishes a Hawaii Teacher Registered Apprenticeship Program administered by the Hawaii Teacher Standards Board to recruit, retain, and increase the number of teachers statewide.

Allows individuals currently employed as educational assistants or teacher assistants at public schools or public charter schools, or newly hired to such positions, to apply for the apprenticeship program.

Requires the board to work with the Department of Labor and Industrial Relations and may partner with board-approved institutions of higher education and other education stakeholders to develop the program.

Provides mentors in the program a stipend of $4,000 upon meeting established requirements for professional development and classroom time with apprentices.

Appropriates $426,848 for fiscal year 2025-2026, comprising $200,000 for mentor stipends, $116,712 for a business manager officer II position, and $110,136 for an institutional analyst II position; effective July 1, 2025.
