Requires the Department of Human Resources Development (DHRD) to complete a comprehensive review of classification and compensation systems for all civil service positions under its jurisdiction by October 31, 2026.

Authorizes DHRD to contract with a third party, in accordance with chapter 103D (Hawaii Public Procurement Code), to assist with timely completion of the review.

Requires DHRD to submit a preliminary report of findings and recommendations, including any proposed legislation, to the legislature no later than February 28, 2026.

Requires DHRD to submit a final report of findings and recommendations, including any proposed legislation, to the legislature no later than twenty days prior to the convening of the regular session of 2027.

Takes effect on July 1, 2025.
