• Prohibits coordinators from performing coordinating functions or facilitating agreements among rental property owners that restrict competition on pricing, lease terms, or occupancy levels for residential dwelling units in Hawaii.

• Defines "coordinating function" as collecting rental data from multiple property owners, analyzing it through software or algorithms, and recommending rental prices or lease terms based on that analysis.

• Requires the Department of the Attorney General to develop and implement a public education program informing citizens about the prohibition, including information on how to report suspected violations.

• Establishes criminal penalties of up to $100,000 fine or three years imprisonment for natural persons, and up to $1,000,000 fine for non-natural persons who violate the prohibition.

• Takes effect on July 1, 2050.
