HI SB1583

Adds new section to Chapter 84, Hawaii Revised Statutes allowing state senators and representatives to use state-owned or state-operated equipment (vehicles, computers, machines) for bona fide community initiatives within their electoral districts.

Requires legislators to be trained, qualified, or licensed to use the equipment if such training or licensure is required by law, rule, or lease contract.

Defines "bona fide community initiative" as activities that respond to community needs, promote civic engagement, or strengthen community connections, conducted by non-profit entities not managed by the legislator or employing the legislator.

Subjects legislators who misrepresent equipment use as community initiatives but actually use equipment for other purposes to existing ethics chapter provisions.

Takes effect July 1, 2025.
