SB 1585 Summary

• Establishes evidence-based performance metrics for the Hawaii P-20 Partnerships for Education to assess workforce and pathway development programs for students.

• Requires the P-20 advisory council to collaborate with the Department of Labor and Industrial Relations, Department of Human Resources Development, Department of Business Economic Development and Tourism, University of Hawaii, and Department of Education to develop metrics and standards measuring student achievement, degree attainment, and job placement in living wage positions.

• Mandates the P-20 advisory council submit a report to the legislature no later than 30 days before each regular session detailing the number of pathways created, job vacancies listed, state government vacancies, and vacancies filled by Hawaii students.

• Authorizes appropriation and expenditure of Perkins V federal funds by the University of Hawaii for fiscal years 2025-2026 and 2026-2027 to establish and implement evidence-based assessments.

• Takes effect July 1, 3000 (note: effective date contains apparent clerical error).
