S.B. 1614 Summary

• Establishes definitions for transit-oriented development (TOD) as compact, dense, walkable, mixed-use neighborhoods centered around transit stations or hubs.

• Provides financing priority for developments in county-designated transit-oriented development areas that meet specified floor area ratio requirements of 4.0, 6.0, or 7.0 depending on proximity to transit stations.

• Requires development permits in TOD areas to be processed as ministerial permits subject to objective design standards with no development standards that render structures impracticable to build.

• Allocates a minimum of 51% of rental housing revolving fund moneys for mixed-income rental projects in counties that have expended transit-oriented development funds, provided majority of TOD areas adopt required development standards.

• Takes effect July 1, 2050.
