SB 1619 Summary

• Authorizes Hawaii's Governor to enter into the Cosmetology Licensure Compact with other states to establish a multistate licensing system for cosmetologists.

• Allows cosmetologists holding an active, unencumbered license in their home state to obtain a multistate license that permits practice in all compact member states without separate licensure in each state.

• Establishes the Cosmetology Licensure Compact Commission to oversee the multistate system, manage a shared database of licensee information, and enforce compact provisions through rulemaking.

• Requires member states to maintain cosmetology licensing and regulation, conduct background checks and competency examinations, report adverse actions through the data system, and cooperate on discipline matters.

• Becomes effective July 1, 2050; requires the Department of Commerce and Consumer Affairs to adopt implementing rules.
