Exempts nail technicians from state licensing requirements, finding that requiring cosmetology licenses forces them to learn irrelevant skills.

Removes "nail technician" from the definition of "beauty operator" under Hawaii Revised Statutes Section 439A-2.

Deletes the separate definition of "nail technician" that previously required licensure for cutting, trimming, polishing, applying artificial nails, and massaging hands and feet.

Removes training hour requirements for nail technician applicants (previously 700 hours apprenticeship or 350 hours in beauty school).

Takes effect upon approval.
