Authorizes the Director of Finance to issue $20,000,000 in general obligation bonds for the Honolulu Board of Water Supply to plan, design, and construct up to six groundwater monitoring wells and a sentinel monitoring grid near the Red Hill bulk fuel storage facility on Oahu.

Establishes a monitoring system to collect data on groundwater conditions beneath and surrounding the Red Hill facility, which has experienced multiple fuel releases since the 1940s, including an estimated 1,500,000 gallons total over eighty years of operation.

Funds are appropriated for fiscal year 2025-2026 and shall not lapse at the end of the fiscal biennium, except that any unencumbered funds as of June 30, 2028, shall lapse as of that date.

The monitoring wells are intended to assess contamination risks from fuel and per- and polyfluoroalkyl substances (PFAS) that could migrate to drinking water wells managed by the Honolulu Board of Water Supply.

Takes effect on May 13, 2040.
