Requires the Air Carrier Commission to contract with a qualified charter air service provider to ensure emergency air transportation availability when no other air services are available.

Contracted provider must respond to service requests within 24 hours, provide a minimum of 5 flights per month for emergency purposes, and maintain all required state and federal certifications, licenses, and insurance.

Allows any state department or agency to utilize the contracted charter air service for emergencies, with costs reimbursed to the Commission according to contract terms.

Directs the Air Carrier Commission to adopt rules under Chapter 91 governing procedures for requesting and reimbursing emergency charter air services.

Appropriates funds for fiscal years 2025-2026 and 2026-2027 for the Air Carrier Commission to establish the emergency charter air service contract, effective July 1, 2050.
