Transfers 100% of fines and forfeitures collected for uncontested traffic infractions committed in counties with populations between 150,000 and 175,000 to the Department of Transportation, effective July 1, 2025.

Requires the Director of Finance to transmit these proceeds to DOT within 30 days after each fiscal quarter for deposit into a new county progress subaccount of the State Highway Fund.

Designates collected proceeds for the Lahaina Bypass North project, and upon its completion, for state-designated critical highway projects within the county where infractions occurred.

Defines uncontested traffic infractions as those where a person answers a notice of traffic infraction in accordance with existing statute.

Takes effect July 1, 2050 (despite containing provisions effective July 1, 2025).
