Prohibits landlords or their agents from charging an application screening fee for a criminal background check or credit report if an applicant provides a certified copy of such reports received within 30 days from another landlord or agent.

Prohibits landlords or their agents from charging an application screening fee if a comprehensive reusable tenant screening report is available and received within 30 days.

Requires landlords or their agents to provide, upon request, a certified copy of an applicant's criminal background checks and credit reports that are less than 30 days old.

Allows landlords to continue charging application screening fees to cover costs of obtaining personal reference checks, tenant reports, criminal background checks, and credit reports from consumer credit reporting agencies.

Takes effect on July 1, 2050.
