Requires each county in Hawaii, in collaboration with the Department of Transportation, to establish a Summer Streets Pilot Program that temporarily closes roads to vehicular traffic and repurposes them for pedestrian and cyclist use, outdoor events, and community activities.

Directs each county to identify and designate specific streets for pedestrianization, prioritizing areas that support local commerce, cultural activities, and community engagement, and to include bike lanes and enhanced pedestrian pathways.

Requires each county to submit initial proposals to the Director of Transportation by December 31, 2025, including locations, road closure schedules, planned activities and amenities, and projected costs.

Requires the Department of Transportation to submit a report with findings, recommendations, and any proposed legislation to the legislature no later than twenty days before the 2027 regular session convening.

Appropriates funds from general revenues for fiscal years 2025-2026 and 2026-2027 for the Department of Transportation to allocate to each county for the pilot program (specific amount left blank in bill text).
