Transfers governance of the School Impact Fee Program from the Board of Education to the School Facilities Authority Board to align administrative responsibility with program oversight.

Defines "board" in Hawaii Revised Statutes Section 302A-1602 to mean the School Facilities Authority Board established by Section 302A-1704.

Allows the School Facilities Authority Board to dissolve a school impact district without holding a public hearing.

Maintains existing requirements for the Board to hold at least one public hearing before designating a new school impact district and to provide written analysis to the public at least 30 days prior to the hearing.
