Increases the automatic recount threshold from one-quarter of one per cent to one-half of one per cent of total votes cast in a contest (or 100 votes, whichever is less).

Allows ballots designated by county clerks for inclusion to be counted in the initial tabulation used for automatic recounts.

Excludes from initial tabulation any ballots determined by the clerk to be deficient and requiring voter correction, or ballots needing up to five business days after the election for validation.

Applies the changes to both primary and general elections for offices and ballot questions.

Takes effect upon approval.
