Requires hotelkeepers to notify third-party vendors and guests within 24 hours of receiving notice of a strike or lockout lasting at least one calendar day, or when such action occurs, whichever is earlier.

Hotelkeepers must provide notice through all modifiable mediums where the hotel advertises, solicits customers, or accepts bookings, and must describe the nature of the disruption, its effect on reservations, and guests' cancellation rights.

Permits guests to cancel reservations without fees, penalties, or deposit retention if a strike or lockout is likely during their stay, or immediately upon onset of a strike or lockout for any unused portion of their reservation.

Hotelkeepers who violate this section are liable to injured parties for three times the amount of charges collected in excess of what they are entitled to retain.
