Amends Hawaii Revised Statutes section 89-9(e) to allow arbitration to resolve disputes over the amounts that the State and counties contribute to the Hawaii Employer-Union Health Benefits Trust Fund.

Repeals the prohibition in section 89-11(g) that prevented arbitration panels from deciding contribution amounts and restricted strikes on this issue.

Removes language requiring parties to submit contribution recommendations to the legislature if they cannot agree within 10 working days after an arbitration panel decision.

Clarifies that arbitration panel decisions on contributions become final and binding agreements, with parties able to implement them subject to legislative appropriations.

Takes effect July 1, 3000.
