Appropriates general revenues to fund new positions within the Division of Aquatic Resources of the Department of Land and Natural Resources for fiscal years 2025-2026 and 2026-2027.

Establishes eight new positions: one aquatic biologist V for permitting and environmental review, one aquatic biologist IV for permitting and environmental review, one aquatic biologist V for environmental emergency response, one aquatic biologist V for aquatic invasive species, one aquatic biologist IV for noncommercial fisheries, one aquatic biologist IV for Molokai, one aquatic biologist III for Molokai, and two fishery technician IV positions for Molokai.

Supports the Division of Aquatic Resources' mission to manage, conserve, and restore the State's aquatic resources and ecosystems in response to threats including invasive species, habitat degradation, pollution, reduced freshwater flow, and disasters.

Takes effect on July 1, 2050.
