Establishes the Hawaii Home Energy Assistance Program within the Department of Human Services to provide financial assistance to eligible households for energy bill payments.

Requires applicants to prove Hawaii residency, an active energy utility account, and meet income limits and other eligibility standards set by the department.

Mandates the Public Utilities Commission's public benefits fee administrator to provide energy efficiency information, technical assistance, and energy audits to program recipients and help them implement energy efficiency improvements.

Adds energy assistance coordination duties to the public benefits fee administrator's existing responsibilities under Hawaii Revised Statutes section 269-123.

Appropriates unspecified general revenue funds for fiscal years 2025-2026 and 2026-2027 to establish positions, make system modifications, and contract services to implement the program.
