Establishes a two-year fruit tree harvest pilot program in districts outlined in Hawaii Revised Statutes section 4-1(4)(D) and (E), operating until July 30, 2027.

Requires state agencies to plant fruit-bearing trees in new or renovated landscaping projects that include trees, to the extent practicable.

Allows any person to harvest fruit from pilot program trees without requiring permits or licenses, while preserving the State's property owner rights and trespassing laws.

Provides liability immunity for the State and its agencies, officials, and employees against civil damages or criminal penalties from injuries or illnesses resulting from harvesting or consuming fruit under the program, including food-borne illnesses.

Requires all participating state agencies to submit a report with findings and recommendations to the legislature no later than twenty days before the 2027 regular session convening.
