Exempts actions involving the operation and management of all fisheries in Hawaii from environmental review requirements under Chapter 343, Hawaii Revised Statutes.

Adds a new section to Chapter 343 establishing that fisheries management actions are not subject to environmental impact statement documentation requirements.

Premises exemption on the finding that the Department of Land and Natural Resources' existing fisheries management responsibility includes sufficient data analysis and ecosystem protection to make separate environmental review unnecessary.

Takes effect upon approval.
