Requires that beginning July 1, 2025, at least 25 percent of parking stalls in new state building construction be electric vehicle charger-ready, where parking is included and feasible and cost-effective.

Defines "electric vehicle charger-ready" as having sufficient wiring, conduits, raceways, and termination points to support a minimum of 40-ampere, 208 or 240-volt branch circuits, and electrical panel capacity suitable for Level 2 charging.

Requires the Hawaii State Energy Office, in consultation with the Department of Accounting and General Services and Department of Transportation, to survey state facilities with parking and identify 4 to 10 high-priority facilities for retrofitting.

Establishes a state goal to retrofit existing state facilities to be electric vehicle charger-ready.

Appropriates $200,000 for fiscal year 2025-2026 and $200,000 for fiscal year 2026-2027 to the Department of Accounting and General Services for cost assessments and installation of retrofits and charging systems at high-priority state facilities.
