Requires state buildings and public school buildings to be designed to withstand category five hurricanes and serve as emergency shelters, effective for construction anticipated to commence on or after July 1, 2026.

Applies only to fully enclosed state buildings with capacity to shelter large populations that are intended to serve as shelters during and after a category five hurricane.

Excludes correctional facilities, covered playgrounds, and sheds from the category five hurricane design requirement.

Modifies Hawaii Revised Statutes Section 107-27 to add new subsection (d) establishing the hurricane-resistant design and shelter use standards for qualifying state buildings.
