Increases the small purchase procurement threshold for goods or services from $100,000 to $150,000 under Hawaii Revised Statutes Section 103D-305(a).

Increases the small purchase procurement threshold for construction from $250,000 to $360,000 under Hawaii Revised Statutes Section 103D-305(a).

Raises the verification compliance threshold in Section 103D-310(c) from $2,500 to $10,000 for contracts and procurements awarded through small purchase procedures.

Adjusts dollar thresholds to account for inflation and rising costs of goods, services, and construction, with previous adjustments made in 2012.

Takes effect January 1, 2525.
