S.B. 26 Summary

• Establishes the Affordable Housing Land Inventory Task Force within the Office of Planning and Sustainable Development to assess affordable housing development viability on state and county lands in transit-oriented development zones and urban growth areas.

• Task force composition includes the director of the Office of Planning and Sustainable Development (chair), executives from the Hawaii Housing Finance and Development Corporation, Hawaii Public Housing Authority, Hawaii Community Development Authority, the Board of Land and Natural Resources chairperson, and the mayors of each county.

• Task force shall conduct a study examining agencies' planned land use, existing conditions, site constraints, development readiness barriers, and estimates of potential housing units that could be accommodated on identified properties.

• Requires submission of findings and recommendations, including any proposed legislation, to the legislature no later than twenty days before the 2027 regular legislative session.

• Task force dissolves January 1, 2027; appropriates funds for fiscal year 2025-2026 for staff position and contractual services; effective July 1, 2025.
