S.B. 260 - Judiciary Appropriations Act of 2025

• Appropriates funds to the Hawaii judiciary for the fiscal biennium July 1, 2025 through June 30, 2027 from general funds (A), special funds (B), general obligation bonds (C), federal funds (N), and revolving funds (W).

• Allocates operating appropriations to Courts of Appeal ($9.6-9.7 million), First Circuit ($98.1-98.3 million), Second Circuit ($20.2 million), Third Circuit ($24.9 million), Fifth Circuit ($9.2 million), Judicial Selection Commission ($114,074), and Administration ($42-42.2 million).

• Appropriates $1 million per fiscal year from general funds for civil legal services and directs the judiciary to study expungement procedures for partial convictions, submitting findings to the legislature by 40 days before the 2026 regular session.

• Authorizes $11.9 million in general obligation bonds for capital improvement projects including plans and design for a South Kohala judiciary complex ($4 million), air conditioning systems replacement in Kauai ($900,000), and statewide facility alterations and improvements ($7 million).

• Effective July 1, 2025; allows the chief justice to transfer funds and positions between programs as needed and provides flexibility for managing capital improvement projects.
