Authorizes the Judiciary to determine the format of juror qualification forms and the means of their delivery and return, removing the requirement that forms be mailed.

Allows the court to contact prospective jurors more than once and by multiple methods to obtain completed qualification forms.

Permits the clerk or the clerk's designee to handle juror qualification form distribution and collection, expanding who may perform these administrative functions.

Adds a definition of "juror qualification form" to Hawaii Revised Statutes Section 612-3, referring to the form described in Section 612-13.

Takes effect on April 23, 2057.
