Adds fentanyl to the list of dangerous drugs subject to the same possession thresholds as methamphetamine, heroin, morphine, and cocaine in Hawaii's first-degree drug promotion offense (Section 712-1241).

Establishes one ounce or more as the aggregate weight threshold for fentanyl possession to constitute first-degree promotion of dangerous drugs, matching the thresholds for methamphetamine, heroin, morphine, and cocaine.

Adds fentanyl to the one-eighth ounce or more threshold for distribution offenses in both first-degree and second-degree promotion of dangerous drugs statutes.

Makes fentanyl possession of one-eighth ounce or more a second-degree promotion of dangerous drugs offense (Section 712-1242).

Takes effect upon approval and does not affect rights, duties, or proceedings that occurred before the effective date.
