Adds new Section 803 to Hawaii Revised Statutes allowing emergency applications for wiretapping orders without Attorney General written memorandum if immediately necessary to prevent death or injury.

Emergency wiretapping orders must terminate when danger abates, follow-up application is denied, or 48 hours have passed without a follow-up order being granted.

Requires follow-up application for continuation of interception to be submitted within 48 hours of emergency order grant, accompanied by Attorney General written memorandum.

Requires Attorney General to provide written memorandum recommending approval or disapproval of interception orders to county prosecuting attorneys within 24 hours of request.

Clarifies that "designated judge" includes any circuit court judge or district court judge if no circuit court judge is specifically designated by the chief justice.
