Establishes a streamlined administrative fine procedure for ethics violations under $1,000, allowing the State Ethics Commission to issue notices and orders without a full hearing, with violators having 20 days to request a hearing before the order becomes final.

Permits administrative fines to be enforced through circuit court filing procedures similar to final judgments, with no appeal rights available from these judgments.

Adds administrative fine authority as a third pathway for assessing fines under both the State Ethics Code (Section 84-39) and Lobbyist Law (Section 97-7), alongside traditional hearings and settlement agreements.

Applies the same administrative fine procedures to violations of Hawaii's lobbyist registration and disclosure requirements (Chapter 97), creating uniformity across ethics and lobbying enforcement.

Takes effect upon approval with no retroactive application to matters that commenced before the effective date.
