Increases the minimum age requirement for operating a moped from 15 to 16 years old on highways, streets, roadways, or any public property in Hawaii.

Requires all persons driving a moped to wear a safety helmet with a chin strap, regardless of age (previously only required for those under 18).

Exempts persons with a valid motorcycle license or equivalent license from another state from the helmet requirement for rented mopeds.

Requires rental companies to provide safety helmets to moped renters unless the renter provides their own helmet meeting director-established specifications.

Becomes effective upon approval.
