Adds a new section to Chapter 17, Hawaii Revised Statutes, establishing that if the governor fails to appoint an individual to fill a state senate vacancy by applicable deadlines, the president of the senate shall appoint an individual within an unspecified number of calendar days after the deadline expires.

Establishes that if the governor fails to appoint an individual to fill a state house of representatives vacancy by applicable deadlines, the speaker of the house of representatives shall appoint an individual within an unspecified number of calendar days after the deadline expires.

Amends Section 17-3 to establish unspecified deadlines for political parties to submit lists of prospective appointees to the governor and for the governor to make temporary appointments to fill senate vacancies.

Requires appointees to meet applicable qualifications, including political party membership requirements and residency in the same district as the prior incumbent.

Takes effect upon approval and does not affect rights, duties, or proceedings that occurred before the effective date.
