Prohibits state- and county-owned vehicles purchased on or after January 1, 2028, from using audible reverse warning systems that emit any sound other than broadband technology.

Allows the Director of Transportation to grant exemptions to agencies that demonstrate good faith efforts to implement broadband warning systems but cannot due to unavailability.

Requires the Director of Transportation to maintain a publicly accessible record of all exemptions granted, updated biannually, with reports submitted to the Legislature 30 days before each regular session and 60 days after adjournment.

Defines "vehicle" to include earthmoving and compacting equipment such as scrapers, loaders, bulldozers, graders, and similar heavy equipment.

Takes effect July 1, 3000.
