Creates an expedited permitting process for destruction or control of feral pigs on privately owned land when they cause or are likely to cause substantial damage to agricultural or aquacultural crops, indigenous plants, wildlife, or human health and safety.

Requires department authorized agents to investigate complaints from private landowners within 90 days and either issue the permit, deny it in writing, or issue it.

Permits must specify the species, approximate number of animals to be destroyed or controlled, authorized methods of destruction or control, and any other necessary conditions.

Allows applicants to appeal permit denials or non-issuance within the 90-day timeframe to the department.

Preserves the department's authority to authorize feral pig destruction without permits in certain designated districts and does not affect hunters in compliance with existing game laws and regulations.
