Appropriates funds from general revenues to the Department of Human Services for fiscal years 2025-2026 and 2026-2027 to achieve full funding and payment increases for Medicaid home- and community-based services.

Establishes that funds should support services including case management, community care foster family homes, adult residential care homes, expanded adult residential care homes, and adult day health and day care centers.

Directs the med-QUEST division to conduct rate studies examining how the COVID-19 pandemic has impacted long-term care providers and to align reimbursement with current patient preferences, staffing practices, and service quality standards.

Recognizes the need to address wage pressures in long-term care by supporting livable wages for staff and improving recruitment and retention across the long-term care continuum.

Takes effect on December 31, 2050.
