HI SB330

Authorizes the Hawaii Department of Agriculture to enter into cooperative agreements with the USDA and other federal, state, or county agencies to enforce federal quarantines on pests and diseases.

Empowers the department to seize, destroy, or require treatment of articles moved from federally regulated areas if they violate federal quarantine rules or are found to be infested with regulated pests.

Prohibits regulated or restricted articles from entering Hawaii if they are prohibited from interstate movement under a federal quarantine.

Requires owners or carriers of regulated articles originating from nonregulated areas in quarantined states to provide proof of origin through waybills or other shipping documents as specified in federal regulations.

Takes effect upon approval and does not affect rights, duties, or proceedings that existed before the effective date.
