Amends Section 346D-4.5(d) of Hawaii Revised Statutes to clarify that the monthly needs allowance for individuals in long-term care facilities is supplemental to state supplemental payments for domiciliary care.

Specifies that the needs allowance is not intended to replace or affect funds received as a state supplemental payment for domiciliary care pursuant to section 346-53(c).

Maintains that the needs allowance remains supplemental to federal supplemental security income program funds.

Takes effect upon approval.
