Amends Hawaii Revised Statutes Section 78-32 to allow the State and counties to pay approved travel costs directly to vendors, provide cash advances to officers or employees before travel, or reimburse employees after they pay for travel costs if they affirmatively agree to loan the funds.

Prohibits employers from taking adverse employment actions against officers or employees who decline to loan the State or county money for travel costs.

Requires the State or county to reimburse officers or employees within thirty calendar days after they request reimbursement for travel costs they loaned.

Mandates the State or county pay interest on reimbursed travel costs if reimbursement is not completed within thirty calendar days; interest compounds every thirty days (specific interest rate to be determined).

Takes effect upon approval.
