Establishes five days of paid family leave annually for state and county employees covered by collective bargaining agreements under section 89-6, contingent on negotiation into the collective bargaining agreement pursuant to section 89-9

Employees taking paid family leave receive payment at their regular rate of pay for regular hours without loss of seniority, pay, vacation, sick leave, or earned overtime accumulations

Prohibits employers from requiring employees to substitute paid family leave with accrued vacation, sick leave, or other paid leave

Protects all employment benefits accrued before leave commences and preserves rights to seniority and benefits as if the employee had not taken leave

Takes effect July 1, 2050
