Restructures public funding limits for statewide offices (governor, lieutenant governor, mayor) and other offices to be calculated as a percentage of expenditure limits rather than fixed dollar amounts.

Reduces minimum qualifying contribution thresholds for several offices to encourage participation, including prosecuting attorney positions and office of Hawaiian affairs candidates (increased from $1,500 to $5,500).

Increases matching fund payments from $1 to $2 for each $1 of qualifying contributions received in excess of minimum thresholds.

Appropriates unspecified funds from general revenues to the Hawaii election campaign fund and for additional full-time equivalent positions within the campaign spending commission for fiscal year 2025-2026.
