Creates two new felony offenses for criminal property damage to critical infrastructure facilities, including broadband and cable television networks.

First-degree offense (Class A felony) applies when damage exceeds $20,000 with substantial impairment, or when firearms, drones, or explosive weapons are used causing substantial impairment.

Second-degree offense (Class B felony) applies when intentional or knowing damage to critical infrastructure causes substantial impairment without the owner or operator's consent.

Defines "substantial impairment" as impairment lasting two hours or more, or affecting 1,000 or more retail customers of the affected facility.

Takes effect July 1, 3000.
