Establishes a Select Commission on Government Restructuring within the Office of the Governor to examine the allocation of funding and responsibilities between state and county governments, with focus on education, health, and public safety.

Commission membership includes the Governor (chair), seven state agency directors, two state senators, two representatives, and two citizen experts in public administration or finance.

Commission shall examine Hawaii's property tax structure and its impact on housing affordability, explore models for sharing duties between state and counties, and engage stakeholders through at least one public hearing in each county.

Commission must submit interim reports no later than twenty days before the 2026 and 2027 legislative sessions, and a final report with recommendations and proposed legislation by twenty days before the 2028 session.

Commission dissolves on December 31, 2027, and the appropriation lapses on June 30, 2027; effective date is January 1, 2525 (appears to contain typographical error).
