Amends Hawaii Revised Statutes Section 92-81(b) to allow neighborhood board agendas to include opportunities for the board to receive public input and third-party reports from any government official on issues not specifically noticed.

Modifies Section 92-81(c) to permit neighborhood boards to discuss and receive information on matters raised by third-party government official reports at the meeting, but prohibits decision-making on such matters at that same meeting.

Requires neighborhood boards to make decisions on matters raised by third-party government official reports only at a later meeting where the agenda specifically notices decision-making on the matter.

Takes effect upon approval.
