Amends Hawaii Revised Statutes Section 92-21 to establish a maximum fee of 5 cents per digital record for reproducing government records in digital format that have already been digitized.

Allows agencies to charge fees according to rules they adopt for reproducing government records in digital format that have not yet been digitized, including labor, materials, equipment, and certification costs.

Clarifies that the existing 5-cent minimum per page applies to physical copies and digital copies of already-digitized records, while digital conversions of non-digitized records may cost more under agency rules.

Requires all fees collected for record reproduction to be paid to the state director of finance, county director of finance, or relevant agency as government realizations.

Effective date: January 1, 2525.
