Exempts capital improvement projects for repairs, renovations, and replacements of existing facilities at state small boat harbors and state parks from requiring prior legislative or gubernatorial authorization.

Prohibits exempted projects from being used for construction of new facilities or appurtenances; limited strictly to major repairs, renovations, or replacements.

Requires the Department of Land and Natural Resources to issue written notice to the legislature no later than 14 business days before authorizing any expenditure under this exemption.

Mandates quarterly reports to the legislature detailing total expenditures, types of repairs completed, justification for each expenditure, and status of ongoing or planned projects.

Sunsets on the fifth anniversary of the effective date (July 1, 3000), with section 103-7 of Hawaii Revised Statutes reverting to its prior form.
