Requires the Department of Transportation to initiate condemnation proceedings under Hawaii Revised Statutes Chapter 101 to acquire necessary portions of land owned by Keawe Street Investment LLC (TMK 4-5-011-011-0000) and West Maui Venture Group (portion of TMK 4-5-010-034-0000) in Lahaina, Maui.

Authorizes the DOT to build a new access road from Keawe Street to the Kilohana and Kalaiola housing sites in the Villages of Leialii, which contain 169 units of temporary housing (Kilohana) and 450 units of temporary housing (Kalaiola), with plans for future permanent housing development.

The new access road will utilize a former cane haul road corridor running north-south through the area, connecting to Leialii Parkway and intersecting Wahikuli Road and Fleming Road before reaching Keawe Street.

Appropriates an unspecified amount from the Major Disaster Fund for fiscal year 2025-2026 to cover appraisals and other preparation costs necessary to institute the condemnation proceedings.

Takes effect on July 1, 3000.
