HI SB417

Establishes unlicensed performance of contractor work as a class B felony when it occurs during or within 5 years following a national emergency, state of emergency, or disaster proclamation in an affected political subdivision.

Replaces previous penalties (fine up to $10,000 and/or imprisonment up to one year) with class B felony classification for violations of contractor licensing requirements in disaster areas.

Applies to work performed in connection with repairs to residential or nonresidential structures damaged by natural disasters within proclaimed emergency areas.

Takes effect July 1, 2050.

Does not affect rights, duties, penalties, or proceedings that began before the effective date.
