Establishes a regulatory review program overseen by the Department of the Attorney General to evaluate all Hawaii Administrative Rules adopted by state agencies.

Requires each state agency to review a minimum of 20 percent of its administrative rules annually, ensuring all rules are reviewed at least once every five years.

Reviews must identify rules that are unnecessary, outdated, duplicative, or lack statutory authority, with goals to simplify regulations and improve clarity and accessibility.

Each state agency must submit annual reports to the Attorney General with recommendations for retention, modification, or repeal of reviewed rules; the Attorney General must submit a compiled annual report to the Governor and Legislature at least 20 days before each regular session.

Appropriates funds to the Department of the Attorney General for fiscal years 2025-2026 and 2026-2027 to implement the program; effective January 1, 2525.
